AThe Partnership for AIDS Vaccine Evaluation

PAVE was a voluntary consortium of U.S. government agencies and government-funded organizations — NIAID/NIH, the HIV Vaccine Trials Network (HVTN), the U.S. Military HIV Research Program (MHRP), and CDC among them — formed to coordinate HIV vaccine clinical trials, particularly toward Phase III efficacy studies. Its job was to prevent duplicated effort: which sites, which protocols, which populations, in what order.

Its visible work included the coordination around PAVE100 — the proposed Phase III trial that, in dialogue with HVTN's 505, reshaped what became the Step-then-Uhambo decade. When the field reorganized around the Global HIV Vaccine Enterprise structure, PAVE's distinct web presence wound down; the domain went dark after 2017 and later fell into the hands of unrelated commercial squatters before this project recovered it.

Nothing about the old organization's internal work is reproduced beyond its public record.
